Value: 33.36 Crore | With no clarity on who will provide additional funds for the Rs 33.36-crore sewerage treatment plant (STP) being set up in the Baddi industrial area, the work is likely to get delayed
A sum of Rs 33.36 crore was approved for the plant by the Union Ministry of Urban Development and the local civic body had received Rs 22 crore for initiating the work in 2015
Though a majority of the work to lay the pipe network has been completed by the Irrigation and Public Health (IPH) Department, only Rs 1 crore has been provided to Baddi Infrastructure Limited (BIL), entrusted with the task of constructing the STP
Chief Executive Officer, BIL, Vijay Arora, said the construction of the 5.5-metric tonnes per day (MLD) capacity STP had begun about a month-and-a-half ago as Rs 1 crore was granted to them by the local civic body
The total project would cost Rs 9.98 crore. He said they were awaiting the grant of remaining funds to complete the work, which was to be done within six months
Despite taking up the issue of providing the remaining funds with the Baddi-Barotiwala-Nalagarh Development Authority as well as the Urban Development Department, the remaining funds are yet to be received
Urban Development and IPH officials have no idea as to who will provide the remaining funds for the project, thus delaying its execution
Director, Urban Development, Dr RK Pruthi said since the IPH Department was executing the STPs in the state, they would provide the funds for the project. He said this year’s budget had already been exhausted and there were no more funds left for the project
Superintending Engineer, IPH, Solan, Sanjeev Kaul said they had completed nearly 95 per cent of the pipe laying from the consumer end to the plant and the remaining work would be completed soon
They had received Rs 19 crore for the work in 2015. It was an Urban Development-funded project for which the Central government had provided funds and they were merely executing it
The Central Pollution Control Board (CPCB) has listed the Sirsa river under Priority-III criteria as the biological oxygen demand, the dissolved oxygen needed by organisms to break down organic material content, was found to be between 8 and 16 mg per litre as against the safe limit of 3 mg per litre
The project execution can be delayed, though both NGT as well as the CPCB are monitoring the project
As many as 25,633 residents of Baddi will benefit from the project
Grant awaited
